The City of Virginia Beach operates on a fiscal year that begins July 1 of each year and ends on the following June 30.
The City's budget provides funding for major construction projects, including projects for building new facilities, improving our transit system, maintaining our roads and parks, purchasing major equipment, etc.
FY27 Proposed Budget
Executive Summary
A comprehensive overview of the policies that guide the development and implementation of the annual budget. This document is designed to provide a quick understanding of the financing strategies of the City.
Operating Budget
Detailed information on the City’s anticipated spending needs for the upcoming fiscal year, beginning July 1 and ending June 30. It provides detailed discussions of revenues and appropriations for each department.
CIP Budget
The annual Capital Improvement Program (CIP) Budget is organized into sections based on functional areas, which include a brief description of the project, a financing plan and a map, if applicable.
The City Council will hold two public hearings in April to gather resident input on the budget. Both meetings will start at 6 p.m. and allow for in-person and virtual audiences. When your registration is approved, you'll receive an invitation to join the webinar:
- Wednesday, April 15, at the Virginia Beach Convention Center (Register for April 15 hearing).
- Tuesday, April 21, in the Council Chamber, City Hall, Bldg. 1 (Register for April 21 hearing).
Residents wishing to make comments during the hearings must register with the City Clerk’s Office by calling 757-385-4303 prior to 5 p.m. on the day of the hearing. If participating virtually, please also register via the Webex links above.
